Wintel W8-Pro / T8 blue light blinking continuously

Hi. I am having issue with Wintel W8-Pro / T8. After pluging the power adaptor, the blue light continuously blinking and the PC does not turn on and does not do anything.
If I press the power button for a few seconds the blue blinking light will be off and the pc will be off. But when you press the power button again the blue blinking light appears again and the pc does not turn on (no screen, nothing)
I have tried unplugging the battery cable but it does not help.
Can anyone suggest what to do? Thank you.
