AK1 not seeing device in Sound Recording unless another device in audio jack.

I am using an AcePC AK1 as a Windows 10 Pro PC for a ham radio application.

I have a Yaesu HRI-200 interface box plugged into the AK1 via USB. That USB connection carries receive and transmit audio from the PC to the HRI. The HRI has drivers for Windows 10. They install fine.

For some reason, the Windows 10 does not see the HRI in the recording side of the sound card section in control panel. It does see it in the receive side.

The only way I can get the ACE / Windows 10 to see the HRI in the recording side is to plug a boom mic headset into the 1/8 inch audio jack on the back of the PC. THEN the HRI shows up. If I unplug the headset, the HRI disappears in about a minute.

People have said that if Windows does not see a real device plugged into the hardware 1/8 inch port on the PC, it does not activate that part of the software. Tried plugging in a plain 4 conductor 1/8 inch plug hooked up to nothing, and it doesn't fix the issue. Only a real boom mic headset.

Is there a way to force Windows 10 to turn on the recording part of the sound card regardless of whether it sees any hardware attached? I'd rather not have to waste my headset in this application.

This problem has something to do with the monitor and HDMI cable.
Different brands of monitors or HDMI cables have different impedances.
Replace the monitor or HDMI cable to try to solve the problem.
