The USB C Port Is Activate ?

The USB C type port is for when the system board is used in an AK1 type case. It's the connector for the bottom add on drive carriage for those types of cases, and is not wired like a standard USB C port.
The other port is very likely for internal debugging.
I wouldn't attempt to use either one of them.
