T8 Plus 4K 60Hz is YCbCr420 not RGB

I noticed the output to my 4K monitor from the T8 Plus was somewhat 'off' compared to my main PC.
After some investigation I discovered the Color format was YCbCr420, refresh rate 60 Hz.
When I changed to RGB color format, the refresh rate was forced to 30 Hz.
Are the HDMI ports on the T8 Plus actually HDMI 2.0 or do they have HDMI 1.4 link encoders installed? Are all three HDMI ports the same?
I'm guessing the Intel Windows driver does what the Linux driver does in this instance:

There's mentions of this issue with Mini PCs that seem to use same motherboard as the T8 Plus:
Also the Anandtech review mentions HDR not working on the T8 Plus's HDMI ports:

Which is suggestive they only support HDMI 1.4 bandwidth.
