I'm not sure about reaching them by phone, but I would try reaching out to the seller through Amazon. Click on the "Sold by" entry on the right side of the page, then "Ask a question".

The home page for the forums has a list of phone numbers for different countries. If yours isn't available, as Gabe suggested, then reach out through Amazon.

Fan noises can be caused by a number of things. Using a can of compressed air, using a vacuum to clear out dust and debris; those might help.
