T6 won't auto restart after power failure

Original Windows 10 install
- Windows 10 set to auto boot after failures
- sleep mode disabled everywhere in Windows
- Bios set to auto boot after power failure.
Once the power is cycled, blue light comes on, but never moves from there. no screen, nothing.
Have to long hold power button to go to red light, then long hold to restart PC.
any ideas here? I've tried the other suggestions that I could find here on this and other forums about it with no luck.
