So this is a replacement I received after my first one was having issues with the screen not coming back after going to sleep.
I get the replacement and get it setup. I connect an external hard drive , nothing happens then I get this error in Device Manager Unknown USB Device (Set Address Failure). I've Modified the Power Options, Updates and rolled back the device driver, Used the Hardware and Device Troubleshooter, and Turned off Fast Startup. The device works fine on other computers everything that isn't USB 3.0 works fine. I've contacted
service@iacepc.com just for them to tell me that if the keyboard and mouse don't work they can refund me $30 as compensation. If anybody can help that would be appreciated.

y0ban1,
You might want to try a BIOS discharge, as this can sometimes reset things back to working properly. The following is for the AK3, but it's almost identical to the AK2, so the procedure would be practically the same. It's a bit of a pain, but if it can help, it might be worth it...
If you don't have tweezers, just use something metal in order to link the poles in the plug receptacle together, like you're trying to short them out. Also, after you've removed the four screws that hold the system board down and you go to flip it over, be sure to be gentle, as the WiFi antenna wires are very thing. You'll see the antennas stuck to the inside of the case. They look kind of like short strips of electrical tape with a wire coming out of the end that attaches to a spot on the system board. Just make sure to not pull on those wires too hard. You should be fine. I just wanted you to be aware of it beforehand.
I don't know that this will solve the issue, but it's worth a try. If it doesn't, the only other thing I can think to try is reinstalling the system, which you can get for the AK2
here. The installation instruction video is there as well. You can watch it there or click on the box in the upper right of the picture to open the hosting page to download it and watch it.
BEFORE the reinstallation, however, one last thing you can check is your Device Manager in Windows to see if it's showing a fault in the USB driver. If so, you can install or reinstall the driver from the drivers download on the same page as the system, or even try the "Intel Driver & Support Assistant", which you can download from Intel and run.

Gabe,
Thanks for the suggestion. I am going to try to discharge the BIOS since I have yet to perform that on this one. I have however reinstalled the system with no luck. the video posted with the system reinstallation goes over installing the system download but not how to apply the system drivers. I did try to updating them in device manager with the files that were downloaded.

y0ban1,
The method you used for updating them should work, as in selecting the downloaded drivers folder/location for the search for each driver you're trying to install/update. If there is a driver for it, it should see it.
With that said, I can't remember if there is a specific driver installation video for the AK2, but the method would be similar to the Z8350 based models. The driver installation instruction video for those is below.
With this said, when using the system downloaded from that link the installation shouldn't need any drivers, as they're included and install along with the system, as far as I know. Or at least they were if they aren't now. It's possible that it's different now and the drivers ARE needed to be installed after the system install. I've personally never used the system downloaded from here with my units, so I can't say from experience whether that's the case.
