T11 no BOIS post no display

I have an ACEPC T11 and it has not been turned on for 4 months.
Yesterday I turned it on and the display remains black.
I have tried several monitors and VGA and HDMI cables and no success.
I don't see the splash screen when the device is turned on and therefore the BIOS screen does not appear even holding DEL etc does nothing.
I have tried discharging the CMOS battery etc and still nothing.
When turning on the device the LED lights up blue for around 10 seconds and then RED for a couple of seconds then OFF and then BLUE again, all the while noting appears on screen.
