ACEPC T11 Stuck on Splash Screen

I have an ACEPC T11 that, like the title indicated, is stuck on the splash screen. Also unable to enter the BIOS. Steps I have taken include, taking the CMOS battery out for approx three hours. Holding ECS key during boot, tapping or holding the F7 key during boot. Nothing works, the PC just hang on the black screen that says ACEPC. Any other pointers would be great. One other thing is when i press the power button it flashes red, briefly approx 1 sec, then goes to blue. Thanks.

Can you enter the BIOS and Check if the SSD/HDD is present and detected by the system?
Also Check the boot priorities using this link
Enter the BIOS setting first priority boot item

If is able to detect the drive then please try to re-install windows again using the following link.
