Tank 03 3060 middle knob doing nothing

The power usage stays around 34 watts on all 3 settings although the RGB changes colors. I have tried reinstalling the base drivers on the forums to no avail, is there any way to fix this?

also another thing, the CPU when stressed rarely reaches base speeds and only goes turbo up 3.40 GHz ish when around 5-30% cpu load. I'm not sure if this normal or not. any help would be appreciated

Regarding Processor Operating Frequency
It is normal for the i7-12700H processor to sometimes run at a frequency lower than its base frequency of 2.3 GHz. This behavior is due to the dynamic frequency adjustment mechanisms of modern processors, which may occur for the following reasons:
