T8Plus won't boot after shutdown

PC's been shutdown for a few weeks, then this morning when I went to turn it on, the power light comes on but nothing on the display and num lock light won't turn on/off indicating that the system has frozen. If I remove the power and hold the power button for about 10 seconds, then plug it back in, it boots fine. Restarting works fine but as soon as I shut it down, I have to go through the same process of unplugging and holding he power for 10 seconds before plugging it back in, only then will it boot.

I don't believe this is an OS issue as it doesn't even get as far as the POST screen. Of course, having to unplug the power and hold the power button for 10 seconds after every shut down is not practical.
