I have never seen a MiniPC BIOS with nearly as many CPU settings as the S1
There is a full page of CPU VR Settings including PSYS Slope, Acoustic Noise Settings, G1 VR Settings and RFI settings. There is a full Time Unit Latency page and a timed MWATT and Energy Performance Gain section. It appears as if it has full developer options. This is in addition to the pages posted here. (My S1 has the same settings as Gabe).
Oddly, I can find no settings to enable or adjust the integrated WiFi/Bluetooth or Video capabilities. There is a short section for the dual Realtek Ethernet ports.

There are a ton, that's for sure.
The first couple of models I bought had a lot of options in the BIOS, but I noticed that, with each newly released model I bought, they became more and more locked down. The S1 seems to be an exception, and by a lot.
I'm wondering if the S1 wasn't designed 'in house' like the others, as in not by this manufacturer.

Hey Gabe, thanks for sharing! It seems, that also the S1 N95 BIOS is setup the way my S1 N97 is.
The options Groch mentioned (thanks for that!) are way beyond my knowledge - but it's cool to see, that there ARE options other systems don't have
I'm attaching some screenshots of other brand models with N97/N100 cpu (NUC BOX-N97 | N97 - GMKtec NucBox G2 | N97 - Morefine M6S | N100) to show you the values set there. Obviously no S1 seems to have corresponding settings in these values and allow the cpu to go to max. power level 25W in PL1 all the time, without stepping to PL2 at high load and cutting down to the specified PL1 TDP after a fixed Tau-time (PL1 Time Window). At least as far as I understand
I'm wondering if this is the correct way to setup this machines...
Support is simply ignoring these questions and wants me to reinstall the system with the newly provided image. But this image won't touch BIOS settings and has still all the little tweaks in the install routines... The 1% cpu-load problem is unanswered by them also...

After communicating with the R&D staff, the current BIOS settings are normal. The maximum power consumption of the N97 is 25W. It is recommended to restore the BIOS to the default values.
Regarding the CPU usage stuck at 1%, it is caused by the screen control program not adapting to the system language;
1. Copy the downloaded program to the path [Windows (C)>Program Files>CYX_TtTool>bin (replace the original GetCPUInfo.exe), restart the computer after replacement and check again.
2. Reinstall the latest S1 system;
