Can I use a external GPU with external adapter?

Hello I recently bought a M.2 key M NVMe external graphics card and also I bought the EVGA GeForce GTX 1660 super Sc Ultra gaming 6GB and my power supply is apevia ATX PM650W Premier 650W 80+ gold certified. I’m not sure but I connected all the wires how it supposed to be set up like the YouTube tutorials but everytime I get to the screen where the Bios are and Can boot the computer or anything not sure if I got the wrong items or I’m doing this wrong? Also I tried moving the power supply PCI to the gpu power cord and still nothing

I follow the instruction video is it ok to have two ssd cards in the pc? If yes can I also upgrade the ssd card that came with the pc?
